BIOGRAPHIE
Chelvin Ramsamy is a Barrister-at-Law and Solicitor who is currently serving as a Legal Officer at the Higher Education Commission Mauritius. Aged 30, Chelvin holds a first-class Bachelor of Laws (LLB), a Master of Laws in International Business Law (LLM), a Master of Business Administration (MBA), a Postgraduate Certificate Higher Education (PG Cert HE), a Postgraduate Diploma in Human Resource Management, a Certificate of Ethics and a Certificate of Public Management. Besides, he is a UK Fellow of the Higher Education Academy and successfully cleared the New Zealand Bar Professional Legal Studies Course. He has won four postgraduate scholarships and the Most Outstanding LLB (Hons) Student Award. An aspiring Magistrate, Chelvin was called to the Bar of Mauritius on 26 January 2024. He has completed his pupillage in Mauritius at the Office of the Director of Public Prosecutions, Attorney General’s Office, Orison Legal and Ponambalum Chambers. He has served as Legal Practitioner for the legalisation of YALI RLC-SA Mauritius Chapter and was a Grants Evaluator for the African World Heritage Fund (South Africa). At the Friedrich-Ebert-Stiftung Media Africa, he investigated the need for a Freedom of Information Act for Mauritius and served as Rapporteur to conduct the African Media Barometer reports for Namibia and Botswana respectively. Chelvin was previously a Special Assistant Advisor to the Chairperson of the African Union (Ethiopia) and completed high-level consultancy projects for the United Nations (USA) and Southern African Trust (South Africa), funded by UK Foreign & Commonwealth Development Office. Before that, Chelvin worked in Mauritius at the Financial Services Commission, Public Service Commission, Development Bank of Mauritius Ltd, PwC (Legal) Mauritius and KPMG where received the Standing Ovation Award. Chelvin is the Secretary of the Mauritius Telugu Maha Sabha Telugu Youth Wing. Chelvin’s philanthropist efforts led his village L’Escalier being the 1st ever International City of Peace in Mauritius in June 2020. He thereafter co-founded and became President of L’Escalier International City of Peace association. He serves as Board Director and Environmental Officer for the L’Escalier Co-operative Credit Society. Chelvin is a Global Peace Ambassador. Chelvin’s first book entitled “Contemporary African Issues: Demystifying Regional Integration and African Youth” was launched in August 2020 by the President of Mauritius. Chelvin has been a participant (2021) and co-trainer (2022 and 2023) for the National Leadership Engine of the National Productivity and Competitiveness Council. Chelvin won the 1st prize at the 5th African World Heritage Youth Forum in April-May 2021. In November 2021, he participated in meetings for the African Site Managers Network and the Youth.Heritage.Africa programme organised by UNESCO in Benin. In February 2022, he assisted in evaluating the Professional Immersion Fellowship Grant. In May 2022, he assisted in producing “The Youth Declaration on World Heritage in Africa: The Next 50” in Robben Island during the African World Heritage Young Leaders' Workshop under the theme “Of the Past, to the Future: Strengthening the Resilience of African World Heritage through Youth Leadership and Innovation”. During the same time, he participated as a representative and voice for the African Youths in the “Expert Meeting on the World Heritage Convention in Africa: looking back.... moving ahead”. In 2023, he participated, on the invitation of the AWHF Governing Board of Directors, in a Side Event “Together for World Heritage in Africa: Partnership for Priority Africa” during the extended 45th session of the World Heritage Committee, producing interactive testimonial videos on his participation in the Young African Leaders Workshop. Chelvin was the 1st ever AU Youth Charter Hustler for Mauritius and was a YALI Mauritius Chapter Committee member. He participated in the 2nd YALI Alumni Regional Conference in South Africa in August 2019. Chelvin further serves as the Southern African Regional Associate for YALDA. In February 2022, he represented YALDA and served as Rapporteur at the 1st ever Africa-Europe Week in Brussels, Belgium. Chelvin currently represents the African continent for the Liaison Team of the EU Youth Dialogue Platform and the SADC-SAYoF. He is an Alumnus of the AU-YVC programme.
